Summary

The Council approved a state matching grant for road improvements.

The Council accepted a bid of $244,215.10 from E & B Paving for the Community Crossing Matching Grant. This grant helps fund local road projects. William Ellis asked for future grant applications to be brought to the Council's attention earlier, as they require town funds.

The Council tabled Ordinance 2025-13, which would set fees for the rental of the Ellettsville Heritage Center. The proposed fees were a $250 rental fee and a $500 deposit. Council members discussed offering different rates for residents and non-residents, allowing the Parks Board to waive fees for certain organizations, and requiring event insurance in place of or in addition to the deposit. Town Attorney Darla Brown will amend the ordinance for reconsideration at a future meeting.

The Council introduced Ordinance 2025-14, which would recertify the current legislative body districts. Darla Brown explained that the town must either redraw or recertify its districts by the end of June based on the 2020 census. Scott Oldham asked for further research into

Clerk-Treasurer Noelle Conyer announced the implementation of zero-based budgeting for the upcoming fiscal year, a recommendation from Baker Tilly to address potential lost revenues. This method involves starting budget allocations from zero for each department, requiring justification for all expenses, rather than making incremental increases from the previous year's budget.
