Summary
The bids will be reviewed by the Planning and Street Departments, with a decision expected July 28.
Darla Brown, Town Attorney, opened bids for the Heritage Trail Pedestrian Bridge over Jacks Defeat Creek. Fox Construction submitted the lowest bid at $541,363. Other bids included CLR Inc. at $698,890 and Crider & Crider at $737,250. The council voted 4-0 to take the bids under advisement for review by the Planning and Street Departments. A decision on the winning bid is expected at the July 28 meeting.
Fire Chief Kevin Patton reported significant leaking and delamination of the roof at the Fire Station on Highway 46. He estimated the repair, including the entire roof and decking, could cost around $150,000. Chief Patton proposed financing the repair over three years using the Cumulative Building and Equipment Fund. The council agreed to proceed with obtaining bids for the project this year, rather than waiting for the next budget cycle. Council member Dan Swafford suggested checking with insurance regarding potential water damage coverage.
The council approved Ordinance 2025-16, rezoning two lots totaling 30 acres at 4444 North Triple Crown Drive. The zoning changed from agricultural to R-1 single-family residential. Denise Line, Planner, explained that one parcel is currently residential and the other is vacant. The Plan Commission had previously forwarded a unanimous favorable recommendation.
The council also approved Ordinance 2025-17, rezoning one parcel at 5965 North Matthews Drive. This change moved the parcel from R-1 single-family residential to R-3 multi-family residential. The petitioner, Richland Senior Citizens Inc., plans to expand their senior housing development onto this parcel. The Plan Commission had also unanimously recommended this change.
The council approved a renewal of the 2025 Consulting Contract with COPPCSLT LLC for engineering consulting services. The contract provides for a $750 per month retainer, with an hourly rate of $100 after the retainer is exhausted. Town Attorney Darla Brown stated there were no changes from the previous year's contract.
Council President Scott Oldham appointed Andrew Henry, a local business owner, to the Redevelopment Commission. The council also approved the appointment of Emily Kelley to the Parks Board.
The council voted to table a motion regarding the WWTP-SCADA System Electric Gates and Clarifier Louvers until appropriate figures are available. Town Manager Michael Farmer announced that the budget process has begun and a work session is being planned for August 25. He also noted that the Board of Zoning Appeals (BZA) needs a new member. Street Commissioner Kip Headdy reported that the new Ellettsville stone for the east gateway will be installed tomorrow, causing a temporary lane closure. He also mentioned that a new tandem truck, equipped with a snow plow and spreader, will soon be ready for pickup.
