Summary

The agreement ensures continued animal shelter operations and management services for Ellettsville residents.

The Ellettsville Town Council approved the 2026 Monroe County Interlocal Agreement with Animal Control, agreeing to pay $37,492 for animal shelter operations. Town Attorney Darla Brown explained this annual agreement covers services provided by the City and County for animal management. The payment ensures continued support for animals picked up and surrendered from various sources in the county.

The Council adopted Resolution 34-2025, the Monroe County Multi-Hazard Mitigation Plan. Fire Chief Kevin Patton stated this plan, updated every five years, is a roadmap for local government to proceed with disasters. It helps the town get reimbursed by the Federal Emergency Management Agency (FEMA) if they need to respond to a disaster.

The Council introduced Ordinance 2025-25, which would create a separate vehicle replacement fund for the Stormwater Utility. Street Commissioner Kip Headdy explained this non-reverting fund would be financed by a portion of stormwater fees. It aims to allow for future budgeting and purchasing of equipment as existing vehicles age.

Council members re-appointed William Ellis to the Monroe County Animal Management Commission. This action was taken to provide the commission with the necessary documentation of his appointment.

Street Commissioner Kip Headdy announced that leaf pickup began last week and will continue until around Thanksgiving. He asked residents to place leaves at the edge of the curb, not in the streets or drainage ways.

Budget Discussions (No Vote Taken)

Stormwater Utility Vehicle Replacement Fund

Discussion regarding the establishment of a non-reverting fund for the Stormwater Utility to budget for future equipment purchases. The fund would be supported by a portion of Stormwater fees, making it easier to plan and budget for vehicle replacements like the 2008 street sweeper. It was clarified that this is a bookkeeping tool for transparency and planning, similar to fire and police CCD/CCI funds, and would not revert to the general fund.
