Summary

The agreement enables construction of housing for seniors aged 62 and older at two Matthews Drive locations.

The council approved an ordinance authorizing a pilot agreement for Richland Senior Citizens Housing. Carson Hayes, representing Richland Senior Housing, told the council the project could not proceed without the town's approval. The council voted unanimously to approve the ordinance.

Wastewater Supervisor Jeff Farmer awarded the bid for a septic receiving station to Eric Maston for $57,830. The council unanimously approved the bid.

Street Commissioner Kip Headdy reported that the Edgewood High School chapter of the FFA wanted to adopt Sycamore Drive. The Monroe County Solid Waste District will administer the program, handling sign-in sheets, waivers, and signage. The council unanimously approved the Monroe Solid Waste District to administer the adopt-a-road program for the town.

Planning Director Denise Line explained that the town received a Community Crossings Matching Grant from the Indiana Department of Transportation. INDOT requested the designation of a signatory for future grant agreements. The council unanimously approved the Town Council President to sign these grant award agreements.

Town Attorney Darla Brown stated that the town council must appoint one of its members to the Monroe County Solid Waste District Board. Council member William Ellis volunteered and was unanimously approved to serve on the board. For the MPO Policy Committee, the bylaws state the Town Council President serves, or an alternate may be appointed by the board if the president cannot serve. President Scott Oldham, unable to serve, nominated Michael Farmer to serve until a replacement is found, and the council unanimously approved.

President Scott Oldham passed condolences to the family of Jim Davis, a former firefighter, fire chief, and the town's first Town Manager, after whom the town hall building is named. Fire Chief Kevin Patton announced services for Chief Davis would be held at Chandler Funeral Home. Clerk Treasurer Noelle Conyer reported that the State Board of Accounts audit was wrapping up successfully. A motion to approve a phlebotomy Memorandum of Understanding between the Bloomington Police Department and the Ellettsville Police Department failed due to a lack of quorum, as President Oldham abstained. The selection of a citizen member for the Redevelopment Commission was postponed due to no volunteers.
