Summary
The funds came from the release of bonds paid in full for a police and fire bond.
Clerk Treasurer Noelle Conyer explained that the $59,070.58 came from interest received while the town was making payments, held in escrow for the building corporation. Fire Chief Kevin Patton stated that this payment would cut the first payment on the fire loan, due at the end of the year, by about half. The council voted unanimously to approve Resolution 06-2026.
DPW Director Kip Headdy discussed plans to purchase a Global Sweeper, a 2026 Kenworth single axle dump truck, and a 2026 Ford F-550 Cab and Chassis with upfits. The Global Sweeper would replace a 2005 model, and the Kenworth dump truck, priced at $213,002.00, would replace an 18-year-old truck. The Ford F-550, priced at $87,480.00, would replace a 2012 pickup. The sweeper would be purchased from the Stormwater fund, while the dump truck and F-550 would be split four ways between water, sewer, stormwater, and street funds. Clerk Treasurer Noelle Conyer explained that these purchases would use a master lease agreement, which functions as a loan but does not count against the town's constitutional debt limit. No vote was taken at this meeting, as resolutions for the loans will be presented at a future meeting.
Council approved a petition from Matt Mitchie to hang a sign for Fig Tree Market, a new home goods retail store, at 123 North Sale Street. Planning Director Denise Line explained that the sign would be located nine feet from the sidewalk to its bottom, meeting ADA requirements. The sign required council approval because it would hang in the town's right-of-way. The council voted unanimously to approve the petition.
Council introduced and adopted Ordinance 2026-08, which amends the salary ordinance to remove the vacant Deputy Fire Marshal position. Fire Chief Kevin Patton explained this was a housekeeping measure, as the position was no longer needed after reclassifying Mike Cornman and moving Shane Jarrett to Fire Marshal. The council voted unanimously to adopt the ordinance.
DPW Director Kip Headdy announced he would seek quotes for additional street paving. He stated that extra money from the Community Crossings matching grant was available in the Motor Vehicle Highway (MVH) restricted line, which can only be spent on road work.
