Summary

The petition will be filed with the Indiana Utility Regulatory Commission (IURC), the state utility regulator, to request a 99 cents per thousand gallons tracker.

The Council approved a petition to the IURC for a water tracking factor. Town Attorney Darla Brown explained that the City of Bloomington petitioned the IURC for a rate increase, which means the town needs to raise its water rates because it buys water from Bloomington. The cost for the town to purchase water from the City of Bloomington was just over $1 million last year and will now be approximately $1,353,000. The Council also introduced an ordinance to change the water rates, which will return for a public hearing at the second meeting in July.

The Council approved Resolution 12-2026, which approves the annexation of territory located at 5326 W. Woodyard Road and 5328 W. Woodyard Road. Town Attorney Darla Brown explained that the Plan Commission unanimously recommended the annexation. This annexation requires a similar resolution from the Richland Township Board, and if approved, the annexation ordinance and fiscal plan will return to the Council for approval at a later meeting. The Council voted 4-0 to approve the resolution.

The Council approved a change to policy number 305 regarding holiday pay for police department employees. Town Marshal Jimmie Durnil requested that police employees who work a holiday receive their normal rate of pay for hours worked, and their unused holiday hours convert to floating holidays. This allows officers to take holidays at a different time due to operational needs. The Council voted 4-0 to approve the policy change.

The Council introduced Ordinance 26-10, which would amend Chapter 73, Schedule II of the Ellettsville Town Code to add additional stop intersections. Street Commissioner Kip Headdy explained the new Harman Farms Subdivision intersects with South Ridge Springs Land and North Sycamore Drive. He requested the entire intersection become an all-way stop to enhance safety for the upcoming school year.

During public comment, three residents spoke in support of a Utility Vehicle (UTV) ordinance. They explained that UTVs are safe, beneficial for the community, and could generate revenue for the town. Council members William Ellis, Trevor Sager, Town Manager Mike Farmer, and Street Commissioner Kip Headdy expressed support for some type of ordinance, though Trevor Sager raised concerns about State Road 46.

Town Marshal Jimmie Durnil reported that the police department is applying for a Fall Festival Parade permit, which may be complicated by bridge construction. Fire Chief Kevin Patton discussed the July 4th fireworks, noting a large crowd enjoyed the event despite some rain, and thanked donors for covering the costs. Street Commissioner Kip Headdy announced that a new laborer will start on July 27th to fill a vacant position.
