Summary

Residents asked the Council to address significant noise, light, and other disturbances from the Sip bar, impacting their neighborhood.

Four residents spoke during public comment about issues with the Sip bar. Ingrid Faber reported noise and light pollution, trash, and loitering, asking about occupancy levels and suggesting a 10:00 p.m. noise ordinance. Jay Richardson also noted high noise levels, parking issues at Bender Lumber, and the ineffectiveness of a $25 ticket, which did not stop the music. Tracee Richardson discussed traffic and trespassing problems due to parking blocking an easement, and light reflecting onto her property. Julia Mobley, a new resident, expressed concerns about escalating noise from bands, security, and declining property values. Town Attorney Darla Brown explained the current noise ordinance prohibits disturbing peace and quiet, with a $25 fine for violations plainly audible at 50 feet. Town Manager Michael Farmer said he is aware of the problem and has contacted the bar owners and police, hoping to find a solution. Deputy Chief George Robinson mentioned looking into extending existing fencing to mitigate noise and light.

The Council introduced and adopted Ordinance 2026-13, which amends the employee handbook. This ordinance converts unused holiday hours to floating holiday hours for police department employees. It also clarifies that police working 40 hours a week on a holiday will receive holiday pay at one and a half times their regular rate. The Council voted unanimously to adopt the ordinance on its first reading.

Fire Chief Kevin Patton requested approval for two new full-time firefighter positions. The Council unanimously approved a contingent offer to Alex Halter for a full-time firefighter position, pending his PERF physical, the physical the state police and fire pension fund requires. They also unanimously approved a contingent offer to Amelia Mercer to fill a second full-time position opening August 14, also pending her PERF physical.

Council member William Ellis read a proclamation recognizing Chandler Funeral Homes for its 50th anniversary. The proclamation celebrated the funeral home's five decades of compassionate service and commitment to the community.
