Summary

The agency stated that the 2020 census reclassified Ellettsville, ending its rural transportation grant funding.

Amy Geras, Executive Director for Area 10 Agency on Aging and Rural Transit, requested $140,000 from the town. This funding would support public transportation for Ellettsville's urbanized area. The 2020 census reclassified Ellettsville, causing Area 10 to lose its rural transportation grant funding. Ms. Geras estimated Ellettsville's share of the total urbanized Monroe County cost to be $140,000. A council member noted the town's previous attempts to secure county funding for rural transit were unsuccessful.

Colin Frank of the Bloomington Disc Golf Club proposed adding an 18-hole disc golf course to Town Hall Park. He stated the course would use 18 of the 22 wooded acres, which are not suitable for other buildings. Mr. Frank explained that the club would provide 18 baskets and labor from its 1,000 members, covering most costs. He estimated the remaining $2,000 would be raised through hole sponsorships, resulting in no cost to taxpayers. Council members expressed support for the idea but directed Mr. Frank to present the proposal to the Parks Board.

Town Manager Mike Farmer announced a public hearing for the 2027 budget on Monday, October 5, at 6:30 PM. This special meeting will also include the first reading of the budget ordinance. The adoption meeting for the budget is scheduled for October 19, also at 6:30 PM.

Fire Chief Kevin Palmer reported that the Fire Department expects delivery of a new engine by October 1. The new engine will replace the current station engine, which will then serve as a backup. Council member Pamela Samples thanked Elena Allen of Blackwell Construction for coordinating the use of a house for K9 training. Local law enforcement and their K9 partners used the house for practice for about three weeks before its demolition.

Funding for Area 10 Agency on Aging Rural Transit

Estimated: $140,000

Request from Area 10 Agency on Aging for the town to fund public transportation for Ellettsville's urbanized area due to loss of INDOT rural transportation grant funding. The estimated cost for Ellettsville's portion is 70% of the total Monroe County urbanized area cost of $200,000. Council expressed funding difficulties.

Disc Golf Course at Town Hall Park

Estimated: $2,000

Proposal from the Bloomington Disc Golf Club to install an 18-hole course. Total course cost typically $10,000-$20,000. The club has baskets (80% of cost). Remaining $2,000 for teepads and signs would be covered by hole sponsorships, aiming for no cost to taxpayers. Council was supportive but directed it to the Parks Board.
